Composition – Voting Members

Section 1 |
All individuals holding academic rank shall constitute the faculty of the college.2 |
Section 2 |
The privilege of voting on resolutions, motions and other actions of the teaching faculty is restricted to those persons working under the titles of professor, librarian, associate professor, associate librarian, assistant professor, assistant librarian, and instructors. Article II

Responsibilities
|
The faculty shall have the responsibility for considering and recommending to the President of the College all educational policies of the College including the subject matter of courses, general methods of instruction, the library, standards for admission of students, academic activities, working conditions and welfare of the faculty, academic calendar, general academic development of the College, public relations.

Article III
|
Meetings
|
Section 1 |
The faculty shall meet at least once during the regular academic year. (Bylaws of the Board of Trustees XIV-8) |
Section 2 |
Meetings of the faculty shall be called by the Chairperson of the Faculty Senate, President of the College, by a majority vote of the Faculty Senate, or by petition to the Chairperson of the Faculty Senate. Meetings of the faculty are limited to a maximum of 3 during any traditional academic semester, including overlapping accelerated sessions. |

Additional meetings beyond this maximum may be approved by a 2/3 majority of the faculty. |
Article IV
|
Officers
|
Section 1 |
The Chairperson of the Faculty Senate, or their designated representative, shall preside over meetings of the faculty. (Amendment approved by faculty, March 23, 2010) |
Section 2 |
The Chairperson of the Faculty Senate shall appoint a secretary of the faculty. (Amendment approved by faculty, March 23, 2010) |
Section 3 |
The Chairperson of the Faculty Senate shall set and distribute the agenda for any faculty meeting. (Approved by faculty, March 23, 2010) |
Article V

The Faculty Senate
|
Section 1 |
The Faculty Senate shall consist of the President of the College, Vice President for Academic Affairs, ex officio, and senators – not to exceed ten – elected by the voting members of the faculty with at least one member from each major area of instruction to represent the faculty in all areas of faculty concern. The elected members of the Faculty Senate shall be voting members of the faculty. (Approved, General Faculty Meeting 4-29-86 and Board of Trustees Meeting 5-17-86) |
Section 2 |
The elected members of the Faculty Senate shall be nominated by their respective Division or School. (Approved, Faculty Senate Meeting 4-20-2021) |
Section 3 |
The term of office for elected members of the Faculty Senate shall be for one year, from July 1 to June 30. |
Section 4 |
The Faculty Senate shall assume all of the responsibilities and shall exercise all the prerogatives of the faculty, subject only to the right of the faculty upon its own motion to reverse any specific vote of the Faculty Senate, by a simple majority of the entire voting membership of the faculty. Section 5 |
By permission of the Chairperson of the Faculty Senate, or by approval of a majority of its members, persons who are not members of the Faculty Senate may attend its meetings. The non-members may not vote on matters under consideration and will abide by Roberts Rules of Order.3 |
Article VI

The Committee on Committees
|
Section 1 |
The faculty shall establish a Committee on Committees consisting of three voting members of the faculty elected by a majority vote of the faculty. (Approved by Faculty Senate 2-19-91 and at General Faculty Meeting 3-26-91) (Approved reducing voting members to three at General Faculty Meeting 4-25-2023) (Approved removing President of the College, non voting, ex officio at General Faculty Meeting 4-23-24)

Section 2 |
Members of the Committee on Committees shall be elected by the following procedure:
1. In late January - early February nominations should be elicited from the faculty to fill openings on the Committee on Committees.
2. The Committee on Committees will then contact nominated individuals to see if they are willing to run for the committee position for which they have been nominated.
3. Accepted nominations will be posted and selections for these positions will be done in late February - early March.

Section 3 |
The term of office of elected members of the Committee on Committee shall be for one year from July 1 to June 30. |
Section 4 |
It shall be the responsibility of the Committee on Committees to consider and make recommendations concerning the establishment, revision and discontinuance of all committees of the faculty and to make recommendations concerning the duties of such committees. Such recommendations shall be made to the faculty or Faculty Senate, whichever is appropriate. |
Section 5 |
The Committee on Committees shall serve as a nominating committee to designate nominees for election to the Faculty Senate, the succeeding Committee on Committees, and all other committees of the faculty. (Approved, General Faculty Meeting 4-25-2023) |
Article VII

Amendments
|
Section 1 |
Amendments to these bylaws may be proposed by any member of the Faculty Senate. (Faculty Senate approval 9-13-73) |
Section 2 |
Proposed amendments to these bylaws must be circulated to all members of the faculty at least two weeks before the date of the meeting at which the proposal will be considered. |
Section 3 |
Any amendment to, or other modification of, these bylaws shall require the approval of the majority of the entire voting membership of the faculty. |
Article VIII
|
Rules of Order
|
Unless by general agreement of those present, the proceedings of the Faculty Senate shall be in accordance with Robert’s Rules of Order.

Article IX
|
Minutes of Meetings
|
Minutes of the meetings of the faculty shall be distributed to all members of the faculty, administration, and non-instructional staff associated with academic affairs. (Adopted 5-26-66) [Need to be sure this is consistent with §I.D.4.]
